Mixed-Status Families and Immigrant Families with Children Continued Avoiding Safety Net Programs in 2023
This Urban Institute report highlights how immigrant and mixed-status families continued to avoid safety net programs in 2023 due to lingering fears around the public charge rule.

The report, based on the Well-Being and Basic Needs Survey, finds that nearly 1 in 4 adults in mixed-status families avoided programs like SNAP and Medicaid in 2023 due to green card concerns.
Avoidance was highest among families with children, even though many of these children are U.S. citizens. The report underscores the need for clear outreach, simplified enrollment processes, and expanded eligibility to ensure immigrant families access benefits they are eligible for.
