Designing More Accessible Gender Questions for Government Forms: A Digital Toolkit

This toolkit outlines actionable changes for government practitioners looking to improve the accuracy and accessibility of the questions on their forms that collect information about a user’s gender.

Created by Quaylin Dang, a student analyst with the Digital Services Network, this toolkit aims to help government practitioners improve the structure of the gender questions listed on their organization’s forms.

Using user-centered research conducted with gender non-conforming individuals in the District of Columbia, Maryland, Virginia (DMV) area, this toolkit lists several actionable changes tailored to different government contexts that practitioners can leverage to improve data accuracy, increase user agency, and expand accessibility in their forms. Major takeaways from this toolkit include prioritizing user privacy, employing strategic word choice, and integrating form changes into organizational practices.
