SNAP Changes Will Upend State Budgets

This blog analyzes how the One Big Beautiful Bill Act (OBBBA) will dramatically shift SNAP costs onto state governments, projecting massive budget increases and fiscal strain.

The post demonstrates that under OBBBA, states would not only assume a portion of benefit costs but also see their share of administrative expenses rise from 50 % to 75 %.

The authors map out how SNAP expenditures could rise by 50 % to over 700 % relative to current state budget shares, particularly burdening states already facing high poverty. They warn that many states may have to cut other essential services, raise taxes, reduce SNAP access, or even terminate parts of their SNAP programs to balance their budgets.
