This report analyzes nationally representative survey data to show that people with lower incomes and education levels experience heightened concerns about data misuse, fraud, surveillance, and online harassment while also having fewer tools and resources to protect their privacy and security.
It highlights how mobile-only internet access, lower trust in institutions, and gaps in privacy knowledge increase vulnerability to digital harms, particularly for groups facing overlapping economic and social inequities. The findings underscore the need for privacy protections, education, and system designs that account for unequal risk exposure and limited capacity to mitigate harm.
