Exploring a new way to make eligibility rules easier to implement
Programs like Medicaid and SNAP are managed at the federal level, administered at the state level, and often executed at the local level. Because there are so many in-betweens, there is significant duplicated effort, demonstrating the need to simplify eligibility rules to facilitate easier implementation.

18F proposed a centralized, open-source web service to streamline the implementation of eligibility rules for federal and state programs.
This approach would enable states to use a single, official set of executable rules, reducing duplication, errors, and administrative overhead, while improving transparency and adaptability to policy changes. The concept was tested and found to be technically feasible with significant potential impact if widely adopted.
