Developed by the Federal CX Birth of a Child Team led by the U.S. Digital Service in partnership with HRSA and Healthy Start sites, this playbook outlines a structured, step-by-step approach to building and scaling Alumni Peer Navigator (APN) services.

Grounded in the vision of “collective motherhood,” it provides detailed guidance on team building, recruitment, training, service launch, community-based participatory design, and culturally responsive evaluation (CREE), along with tools such as role templates, onboarding checklists, service menus, and communication materials. Drawing on case studies from six pilot sites, the playbook emphasizes peer support, human-centered service delivery, and equity-focused measurement to improve outcomes for mothers and families across diverse communities.
