Living HHS Open Data Plan

This is a modular, dynamic roadmap guides the U.S. HHS's ongoing implementation of open data policies while inviting public collaboration and feedback.

Hosted and maintained by the HHS Chief Data Officer (CDO), this “living” open data plan (version 1.0, updated July 22, 2025) aligns with the OPEN Government Data Act and the Evidence Act to advance an “open by default” approach to data sharing within HHS.

The repository facilitates public engagement by enabling users to contribute ideas, feedback, and comments via GitHub issues and discussions, governed by a transparent code of conduct and open-source policies. The plan emphasizes goals such as eliminating data silos, promoting innovation, enhancing transparency, supporting evidence-based policymaking, and maximizing taxpayers’ return on data investments
