State Chief Data Officer Archetypes: The Evolving Roles and Capabilities of CDO Offices

A tool for CDOs advocating for funding, authority, and expansion—and a primer for government leaders unfamiliar with the role. The report establishes shared vocabulary, identifies six CDO office archetypes, and offers cross-state insights on structures, priorities, and challenges.

The report analyzes variation in state CDO offices using survey and administrative data, introducing six archetypes that reflect different configurations of authority, resources, relationships, and maturity rather than prescribing a single “ideal” model.

It presents a framework based on four key components—mandate and structure, capacity, ecosystem and influence, and maturity trajectory—to help explain why offices with similar goals operate differently in practice. The resource also highlights cross-state insights on how CDO offices are structured, and data management challenges and priorities.
