This document lays out a set of practical standards for how digital services should be designed, built, and operated, covering user research, end-to-end service design, plain language and accessibility, agile delivery, modern technology stacks, cloud hosting, automated testing and deployments, security and privacy practices, performance measurement, and open data and open source (pp. 2–14).
It translates these standards into concrete requirements and questions that can be embedded into contracts and performance work statements to improve accountability and delivery outcomes. The guidance is intended to help agencies structure vendor engagements and internal teams around proven digital delivery practices that reduce risk and improve service quality for the public.Â
