Civilla and New America conducted research on improving cross-enrollment between Michigan’s Unemployment Insurance Agency (UIA) and the Department of Health and Human Services (MDHHS).
Many claimants experience long wait times for unemployment benefits and turn to MDHHS for support, but strict eligibility rules often result in lost benefits once UI payments begin. Key challenges include lack of coordination between agencies, outdated technology, and privacy restrictions on data-sharing. The report recommends solutions such as targeted messaging, personalized referrals, data reuse, and long-term strategies for automatic enrollment to improve access to Medicaid, food assistance, and community resources.
