2025 SNAP State Options Report

This report catalogs the policy choices, demonstration projects, and waivers each state uses to administer SNAP, highlighting how states adapt federal rules to local needs.

This 17th edition of the SNAP State Options Report summarizes 28 statutory options, demonstrations, and waivers available to state agencies as of October 2024.

It provides detailed profiles on topics such as ABAWD exemptions, categorical eligibility, certification periods, child support–related disqualifications, utility allowances, employment and training program structures, and a range of state-specific waivers. Organized into three parts—citations, option profiles, and state agency profiles—the report serves as both a reference and benchmarking tool, allowing states to compare administrative approaches and identify opportunities to streamline program delivery, improve access, and strengthen program integrity.
