It underscores that while upgrades can improve customer experience, efficiency, and reach, they require thoughtful design, collaboration, and policy alignment to ensure equitable access, particularly for rural and underserved communities, and recommends participant-centered design, data-driven decisions, and sustained investment to close technology gaps.
