This report uses national survey data to estimate that nearly one in four adults in Supplemental Nutrition Assistance Program (SNAP) households experienced a loss or interruption of benefits, most often because of paperwork barriers, missed notices, or limited time to complete recertification.

It highlights that benefit disruptions were especially common among working adults and families with children, leading to financial hardship and food insecurity. The analysis also warns that upcoming policy changes expanding work requirements and shifting costs to states are likely to increase benefit interruptions and administrative strain in the years ahead.
