Pennsylvania Red Tape Reduction: A Case Study

This report examines Pennsylvania’s recent success in responding to concerns from citizens that it took too long for a business, nonprofit or individual to receive a permit, license or certificate they had applied for.

Under Governor Josh Shapiro, Pennsylvania launched reforms to overhaul its permitting system, including setting processing time goals, creating dedicated offices for transformation, and analyzing inefficiencies.

These efforts significantly reduced delays, such as cutting corporate license approvals from eight weeks to two days and clearing a backlog of 35,000 Medicaid provider applications. The case study highlights how targeted process improvements can enhance government efficiency and service delivery.
