This report presents a strategy to enhance data literacy across state agencies by outlining a shared understanding of data skills, competencies, and cultural values.

Developed through interagency collaboration, the framework identifies five key competency domains: Data Culture, Data Knowledge, Data Practice, Data Ethics, and Data Leadership. Each tailored to different roles and levels of expertise within the public workforce, and inclusive of learning objectives, suggested implementation approaches, and real-world use cases to support integration into training programs and workforce development efforts. It aims to build a more data-informed public sector capable of using data effectively and ethically to serve Oregonians.
