Building Resilience Action Area 7: Strengthening Reemployment and Connections to Suitable Work
This section of the Building Resilience plan outlines strategies to improve reemployment outcomes for unemployment insurance (UI) claimants by expanding access to services, updating work search requirements, and increasing use of Short-Time Compensation programs.

Action Area 7 focuses on enhancing the role of UI in connecting claimants to meaningful work by improving access to the Reemployment Services and Eligibility Assessment (RESEA) program, modernizing outdated work search policies, and promoting Short-Time Compensation (STC) as a layoff prevention tool.
The Department of Labor outlines completed and ongoing efforts including performance-based RESEA payments, revised reporting, and expanded guidance on profiling and STC implementation. Legislative proposals aim to permanently expand RESEA eligibility, update funding formulas, and require all states to offer STC, ultimately making reemployment services more equitable, effective, and aligned with modern labor markets.
