Building Resilience Action Area 3: Building resilient and responsive state IT systems
This section of the Building Resilience plan outlines strategies to help states modernize outdated unemployment insurance (UI) IT systems, making them more modular, secure, fraud-resistant, and user-centered.

The report highlights the widespread challenges with legacy UI technology, noting that many states still operate monolithic systems that hinder adaptability and service delivery.
To address this, the Department of Labor is investing in modular, cloud-based modernization approaches and fostering cross-state collaboration through efforts like the Open UI Initiative. With over $204 million in grants distributed, ongoing efforts include piloting automation, updating database infrastructure, and enhancing pre-implementation planning to support long-term system resilience and improved customer experiences.
