Seattle Executive Order 2025-03: Making Information Inclusive in Writing and Design
This Executive Order mandates citywide actions to make government information more inclusive, accessible, and understandable through digital accessibility and plain language initiatives.

Signed by Mayor Bruce Harrell in February 2025, Executive Order 2025-03 launches three initiatives to improve the inclusivity and clarity of city communications.
Those initiatives are: a Digital Accessibility Interdepartmental Team (IDT) to ensure compliance with DOJ accessibility rules and WCAG 2.1 standards; a Plain Language IDT to develop and implement clear communication practices across city services; and a Coordinated Communications project to evaluate and improve the city’s information platforms. The order emphasizes compliance with federal and state plain language and accessibility laws, preparation for multilingual needs during the 2026 FIFA World Cup, and better service to residents and visitors with disabilities or limited English proficiency through training, tools, and updated standards.
