Maryland Plain Language Initiative Executive Order
This executive order establishes a statewide effort to enhance accessibility by requiring all state agencies to use clear, concise, and easily understandable language in written communications.

Issued by Governor Wes Moore, this executive order mandates the use of plain language across Maryland state agencies to remove communication barriers and improve public access to government services.
The initiative is led by the Maryland Digital Service in partnership with the Department of Disabilities and the Governor’s Office of Community Initiatives. It includes an assessment of state agencies’ needs, the development of a Maryland Plain Language Plan, and the establishment of plain language standards, such as using everyday words, active voice, and clear formatting. The plan also incorporates training, capacity-building, and periodic progress reports to ensure compliance. This initiative aligns with federal accessibility laws and Maryland’s broader commitment to inclusive governance.
