The report examines how Medicaid and CHIP have helped reduce racial disparities in health coverage but remain influenced by systemic racism and policy barriers that disproportionately affect people of color.

It recommends transforming these programs into anti-racist systems by closing coverage gaps, making CHIP funding permanent, increasing Medicaid reimbursement rates, extending postpartum coverage, removing immigration-based exclusions, reducing administrative burdens, and involving community voices in policymaking to advance racial equity in health care.
