Assessing the Impact of Proposed College Student SNAP Policies
This report examines the extent to which proposed options included in the Student Food Security Act, Let Students Eat proposal, and the EATS Act impact specific demographics of students, either by increasing access or by streamlining the process for qualifying students to demonstrate eligibility.

The report examines how proposed changes to SNAP eligibility for college students could expand access to food assistance, particularly benefiting students of color, first-generation students, LGBTQIA+ students, and those experiencing homelessness or food insecurity.
It finds that simplifying or eliminating complex eligibility rules—especially through policies like the EATS Act—could increase student eligibility by up to 37%, reduce barriers, and improve equity, helping more low-income students meet basic needs and support degree completion.
