NYC Public Schools Guidance on Artificial Intelligence
This guidance outlines the district's foundational, risk-based governance strategy for regulating AI across the nation's largest public school system.
Under the first layer of this strategy, New York City Public Schools applies a risk-tiered Traffic Light Framework to dictate exactly how tools can be used.
The Red tier completely bans AI from high-stakes, human-critical functions, meaning AI is strictly prohibited from making automated decisions regarding student discipline, academic placement, promotion, graduation, special education IEP or 504 plan development, student behavioral surveillance, and therapeutic care. Furthermore, student data can never be used to train commercial models or be monetized under state and federal privacy laws such as New York State Education Law Section 2-d and FERPA.
