ITEM 10: How a Small Legal Aid Team Took on Algorithmic Black Boxing at Their State’s Employment Agency (And Won)

This report investigates how D.C. government agencies use automated decision-making (ADM) systems and highlights their risks to privacy, fairness, and accountability in public services.

Published Year: 2022

EPIC spent 14 months mapping the use of ADM systems across D.C., documenting 29 tools used by over 20 agencies in areas like housing, public benefits, policing, and health.

Through case studies and vignettes, the report exposes how these technologies often operate without transparency, reinforce systemic bias, and lack adequate oversight or due process protections. It concludes with recommendations for transparency, accountability, and equity in the use of automated systems.
