The playbook covers various topics such as equitable data basics, program data systems, supporting applicants and grantees with data, program monitoring data, involving communities in program data decisions, and taking the next steps. ​ It is intended for individuals within the Department of Commerce (DOC) – and for those at other agencies – who use data and analytics to improve outcomes for communities, including CFOs, program officers, program managers or analysts, evaluation officers, statisticians, and economists.

The document also provides guidance and best practices for integrating equitable data practices into program design, delivery, and evaluation. ​It highlights case studies and examples of innovative data products and initiatives developed by various agencies within the Department of Commerce, such as the NTIA Eligible Entity Planning Toolkit, the EDA Economic Development Capacity Index (EDCI), and the NOAA Climate and Equity Roundtables and Pilot Projects.
