Pennsylvania Digital Accessibility Policy
This policy establishes requirements and best practices to ensure that all digital content and services provided agencies are accessible to all users, including individuals with disabilities.
The policy outlines standards for designing, developing, testing, and maintaining accessible digital content, requiring agencies and third-party vendors to meet WCAG 2.1 Level A and AA compliance at minimum.
It defines roles and responsibilities across agencies, IT staff, and service providers to ensure accountability in accessibility testing, remediation, and reporting. Additionally, it includes guidance on exceptions, archived content, and procurement requirements to support consistent and scalable implementation of digital accessibility practices.Â
