Who Did Not Get the Economic Impact Payments by Mid-to-Late May, and Why?
Disparities in Economic Impact Payment (EIP) receipt during the COVID-19 pandemic disproportionately affected low-income households, communities of color, and individuals without tax filing histories.

Using data from the Urban Institute’s Coronavirus Tracking Survey, this report examines who did not receive EIPs by mid-to-late May 2020 and why.
Findings show that nearly 30% of nonelderly adults had not received payments, with lower-income individuals, Black and Hispanic adults, and families with noncitizens facing the greatest barriers. Key obstacles included lack of internet access, absence of a bank account, and the need for non-filers to take additional steps to claim payments. The report suggests policy improvements, including better outreach and coordination between the IRS and state agencies to facilitate future stimulus distributions
