Rapidly Building Unemployment Services During the Pandemic
Nava partnered with California's Employment Development Department (EDD) to rapidly develop two cloud-based digital services, enhancing unemployment benefit access during the COVID-19 pandemic.

In response to the COVID-19 pandemic, Nava collaborated with California’s EDD to swiftly create and deploy two digital services within three months.
The first was an online guide to help claimants understand expanded unemployment benefits under the 2020 CARES Act, which attracted over a million unique visitors in its first week. The second was a retroactive certification web application enabling claimants to verify their unemployment status, ensuring EDD’s compliance with U.S. Department of Labor standards. This application saw a 95% completion rate among users. Key factors in this rapid deployment included a strong partnership with the Office of Enterprise Technology (OET), the use of modern DevOps practices, and a focus on user-centered design and agile methodologies. These efforts resulted in scalable, reliable services capable of handling high traffic volumes, thereby improving access to unemployment benefits for Californians during a critical time.Â
