Propel describes how its mobile app outreach campaign helped millions of Medicaid enrollees navigate renewal during the post-pandemic “unwinding” by driving action through notifications, messaging, and in-app tools.

Since early 2023, Propel noticed many Medicaid beneficiaries were losing coverage because of administrative hurdles, like outdated contact info or not receiving renewal notices.

The article outlines how Propel built a multi-phase outreach strategy: gathering state-level information, testing message types (e.g. with emojis, social proof), scaling push notifications and reminders, and targeting demographics that were less engaged. They share lessons learned about what works — for example, that states offering online forms or portals saw significantly higher engagement, repeat nudges boost action, and trusted, habitual platforms like their app can reach lots of users who may otherwise miss critical state notices.
