A practical framework from the UK Infrastructure and Projects Authority that helps government leaders plan, lead, and deliver complex transformation programs.
The report introduces seven “lenses” (Vision, Design, Plan, Transformation Leadership, Collaboration, Accountability, and People) that leaders can use to assess and guide large-scale organizational change, with concrete guidance on what to do, common tradeoffs, and red flags to avoid.
It includes real-world government case studies (e.g., Universal Credit, Digitising Social Care, CCUS) and explains how to use the lenses as a health check and maturity tool throughout the lifecycle of major transformation efforts.
