Resources to Support State Outreach to Non-Filers Eligible for Stimulus Payments
Approximately 12 million low-income individuals risk missing out on federal stimulus payments due to non-filing status, prompting the Center on Budget and Policy Priorities (CBPP) to recommend targeted state outreach to connect eligible non-filers with their Economic Impact Payments (EIPs).

The CBPP highlights that many low-income individuals, including very low-income families with children and those disconnected from work opportunities, are at risk of not receiving federal Economic Impact Payments (EIPs) because they do not typically file federal income tax returns.
To address this, the CBPP recommends that state agencies, particularly those administering programs like TANF and SNAP, conduct aggressive outreach to inform and assist eligible non-filers in accessing their stimulus payments. Strategies include leveraging existing state data to identify and contact eligible individuals, simplifying application processes, and providing direct assistance to navigate the IRS non-filer portal. Such efforts are crucial to ensure that vulnerable populations receive the financial support intended to help them through economic hardships.
